新时代中国特色学徒制制度特征及优化路径——基于对2012-2022年81份学徒制政策文本的分析

中国特色学徒制制度是现代学徒制在新时代中国的制度实现形态,是中国特色学徒制政策发展的逻辑起点。以2012-2022年中国特色学徒制政策文本内容为依据,从政策视角对新时代中国特色学徒制制度进行分析表明,中国特色学徒制制度是中国特色职业教育和培训制度改革发展的必然结果,它建立在新时代学徒制本土化实践试验的基础上,融汇聚力政校行企等多元主体参与学徒人才培养,最终为中国式现代化提供技术技能人才支撑。针对中国特色学徒制制度构建中所面临的难点,未来还需进一步优化顶层设计、强化制度供给,协调各方利益、构建共治网络,引导行业参与、增强校企合力,完善质量体系、提升应用价值,由此推动中国特色学徒制实现高质量内涵式发展。
Characteristics and Optimization Paths of Apprenticeship System with Chinese Characteristics in the New Era——An Analysis Based on the Text of Apprenticeship Policy for 2012-2022
The apprenticeship system with Chinese characteristics is the realization form of modern apprenticeship system in the new era of China,and is the logical starting point of the development of apprenticeship policy with Chinese characteristics.Based on the contents of the apprenticeship policy with Chinese characteristics during 2012-2022,this paper studies the apprenticeship system with Chinese characteristics in the new era from the policy perspective.The research shows that apprenticeship system with Chinese characteristics is the inevitable result of the reform and development of vocational education and training system with Chinese characteristics.Based on the practice and experiment of localization of apprenticeship system in the new era,it integrates multiple subjects such as government,schools,industry associations and enterprises to participate in the training of apprentice talents,and ultimately provides technical and skilled personnel support for Chinese-style modernization.In view of the difficulties faced in the construction of the apprenticeship system with Chinese characteristics,the future needs to further optimize the top-level design,strengthen the system supply,coordinate the interests of all parties,build a co-governance network,guide the participation of the industry,enhance the synergy of schools and enterprises,improve the quality system,enhance the application value,etc.,so as to promote the realization of high-quality and connotative development of the apprenticeship system with Chinese characteristics.
