Policy Evolution and Development Characteristics on Learning Society Construction——Research on the Allocation of Government's Attention in the Construction of Learning City in China
The construction of a lifelong learning society and a learning power is a major strategic deployment made by the Communist Party and the government.The government's policy to the construction of learning cities determines the altitude of the construction of learning power.Based on the 36-year Work Essentials of the Ministry of Education,the author constructs a three-dimensional analysis framework of task dimension,construction dimension and guarantee dimension,carries out vertical evolution process analysis and horizontal element analysis,and the findings are as follows:vertically,China has experienced from task dimension such as comprehensive literacy and the development of vocational education,to construction dimension such as the focus on resources and technology to support the construction of learning cities,and then to the three-dimensional attention allocation such as ruling education by law and resources coordination.Horizontally,the internal structure of attention allocation and the distribution of secondary dimensions of attention in the construction of learning cities in China are unbalanced.The task dimension focuses on the improvement of education quality,the construction dimension focuses on all kinds of learning support,and the guarantee dimension takes the institutional guidance as a key.Based on the analysis,the government should strengthen policy and institutional guarantees to establish a lifelong learning system for all,establish a joint management team system,coordinate the construction of learning cities demonstration zones in the new era,improve personalized education and training methods and improve the mechanism for promoting lifelong learning for all.
