"双高计划"对高职院校服务发展水平的影响——基于双重差分法的分析

摘要
"双高计划"是促进职业教育高质量发展的一项新政策,其对提升高职院校服务发展水平的效果亟需得到验证.通过采用全国34个省级行政区1385所高职院校2016-2021年的面板数据,利用双重差分法研究"双高计划"对高职院校服务发展水平的影响,发现"双高计划"对高职院校服务发展水平有显著推动作用.为增强"双高计划"的政策效果,提出如下建议:坚持扶优扶强的建设理念、重视以专业群为建设基础、增强企业共建共培的动力和不断扩大学校办学自主权.
Abstract
As a new policy for the modernization of vocational education,the effect of"double-high plan"on the service development level of higher vocational colleges needs to be verified.Using the panel data of 34 provincial-level administrative regions from 2016 to 2021,this paper studies the influence of the"double-high plan"on the service development level of higher vocational colleges by using the difference in differences method.It is found that the"double-high plan"has a significant impact on the service development level of higher vocational colleges.To enhance the policy effects of the"double-high plan",the following suggestions are put forward:adhering to the construction concept of supporting the excellent and the strong,emphasizing the professional group as the basis for construction,enhancing the motivation of enterprises to build and cultivate together,and continuously expanding the autonomy of school-running.
