"Putting Skills First:A Framework for Action"issued by World Economic Forum systematically summarizes the"Putting Skills First"model explored by some first-class enterprises since the Fourth Industrial Revolution.It proposes that the key to the successful implementation of the"Putting Skills First"model lies in the formation of a skills-first institutional culture and the construction of a scientific skills taxonomy as a common language,and that the action areas mainly include identifying skills needs and gaps,taking a skills-based approach for recruitment,co-developing a diversified training network,providing skill-based learning opportunities for employees,and redeploying employees according to skills needed within the enterprise.That proposal sheds light on how enterprises can play a role in building a skills-based society in China.For that,it is necessary to explore the principle role of enterprises in the entire process of developing labor skills,to support enterprises in actively promoting skills-based management transformation,to guide vocational schools to closely follow the frontier practice of enterprises so as to build an agile teaching system,and to improve the policy system that prioritizes the upgrading of labor'skills.
