Basic Contents and Lessons Learned from Korea's Vocational Education System Identity
Institutional identity refers to the public's recognition,affirmation and support for the system based on rational judgment,and it is the conceptual support and endogenous force that enhances the efficiency of national governance and promotes the stable development of society.Korea s vocational education system identity is manifested in the public's recognition of the values,formulation,implementation and evaluation mechanisms of the national vocational education system,which has formed a basic basis for recognition based on the legal system,a quality assurance based on the qualification framework,an intrinsic motivation based on the certificate system,and innovation based on the skills system,reflecting an orderly structure that ranges from the macroscopic to the mesoscopic,from the abstract to the concrete,and from the decentralized to the comprehensive.Taking Korea's systematic and complete comprehensive analytical framework of vocational education system identity as a reference,China should take the rule of law as a guarantee to consolidate the laws and regulations of vocational education;take the learning results as a guide to improve the national qualification framework;take the operation standard as a criterion to maintain the authority and public trust of certificates;and take the pluralistic demands as a link to build an innovative skill mechanism,to continuously improve the social identity of vocational education to promote the high-quality development of vocational education.
