Conflict and Reconciliation:A Roadmap for the Governance of Specialty Groups in Higher Vocational Education under the Logic of Multiple Systems
The governance of specialty groups in higher vocational education is a response to the"double-high plan",and an important tool for building vocational education with Chinese characteristics and at the world level.The governance of specialty groups of higher vocational education is a collective and practical action of multiple governance subjects,in which the central government,local governments,higher vocational colleges,industries,enterprises and other stakeholders derive different governance logics based on their self-interests,such as the logic of the state,the logic of the hierarchy,the logic of education,the logic of development,the logic of the economy and so on,which are complementary to each other,but also conflicting with each other.The upper and lower deviation of policy formulation and implementation,the symmetrical relationship between the interests of different governance subjects,and the ambiguity of the demands,rights and responsibilities of the governance subjects have led to the poor and ineffective governance system of the specialty groups of higher vocational education.In this regard,it is necessary to reconcile the interests of specialty group governance subjects by establishing a docking mechanism for policy formulation and implementation,deepening the mechanism of industry-university-research integration,and creating a community of interests for professional group governance.
