Dilemma,Strategy and Enlightenment of Addressing Skill Shortages in the European Union:Analysis of EU's Governance Practice Path in the European Year of Skills
In recent years,the European Union(EU)has experienced increasingly severe skill shortages.The number of skilled talents,and types and levels of skills cannot meet the needs of the labor market well.Skill shortages to some extent constrain economic and social development.The EU regards 2023 as the European Year of Skills,aiming to systematically address skill shortages.In the European Skills Year,based on the characterization and causes of skill shortages,the EU is committed to building a multi-level governance system,promoting stakeholders to reach collaborative governance consensus through dialogue and communication,exploring scientific and reasonable operating mechanisms and work systems,monitoring and responding to market skill needs and individual skill training demands,and enhancing the inclusiveness and flexibility of qualification frameworks.The governance practices of the EU provide a reference for China to address skill shortages by building governance systems,creating a governance culture and innovating governance measures.
