Research on the Organizational Legitimacy of Municipal Industry-education Consortia——Perspectives on the Integration of Institutional Logic and Polycentricity Theory
Through the perspective of integrating institutional logic and polycentric theory,the organizational structure and operational logic of Municipal Industry-education Consortium can be assessed,and the inherent regulations and external expressions of the legitimacy of Municipal Industry-education Consortium organizations can be analyzed.Municipal Industry-education Consortium face legitimacy challenges due to the"unclear boundaries"of government actions and the"mediocre"supply of institutions,which constrain regulatory legitimacy.Additionally,legitimacy challenges arise from the"deviant behaviors"of organizational actions and the"lack of role"of intermediary organizations,affecting normative legitimacy.Furthermore,cultural-cognitive legitimacy challenges exist due to the"newcomers'disadvantage".The construction of Municipal Industry-education Consortium acquires organizational legitimacy under the overarching rules of multiple institutional logics and is influenced by institutional pressures from diverse institutional elements.
