Construction of Municipal Industry-education Consortium:Implementation Dilemma and Cracking Strategies——Based on Policy Network Theory
The municipal industry-education consortium constitutes a multi-disciplinary and cross-sectoral network system involving the government,parks,enterprises,colleges and universities,industrial organizations,scientific research institutes and other common participants.Based on the perspective of policy network theory,there are dilemmas in the implementation of the policy of municipal industry-education integration:there is a"policy vacuum"in the policy community and the inter-governmental network system,a"linkage and incompatibility"among the main actors of the producer network,and"incompetence"among the main actors of the professional network and the issue network.There is a"policy vacuum"in the policy community and inter-governmental network system,a"disconnection"between the actors in the producer network,a"lack of competence"in the professional network and the actors in the issue network,and a"lack of clarity"between the rights and responsibilities of the actors in the policy community and inter-governmental network.To solve the implementation dilemma,it is necessary to fill the"policy vacuum"and improve the policy network system;to strengthen the integration of interests and create a joint community;to improve the effectiveness of participation and give full play to the subjective mobility;and to clarify the boundaries of rights and responsibilities to ensure the consistency of action.
