"双高计划"绩效评价是"双高计划"建设的重要指挥棒。在分析绩效评价内涵、逻辑和实践困境的基础上,从OPPM理论的全过程视角出发,运用德尔菲法、九级标度法和层次分析法确定绩效评价指标体系权重,围绕"双高计划"决策目标构建一级指标6个、二级指标19个、三级指标67个的绩效评价体系,并提出定性与定量、过程与结果、内部与外部、全面与重点有机结合的绩效评价方式。
Research on the Construction of the Performance Evaluation Index System of the Whole Process"Double-high Plan"Based on OPPM Theory
The performance evaluation of the"double-high plan"is an important baton for the construction of the"double-high plan".Based on the analysis of the connotation,logic and practical difficulties of performance evaluation,from the perspective of the whole process of OPPM theory,the Delphi method,the nine-level scaling method and the hierarchical analysis method are used to determine the weight of the performance evaluation index system,and a performance evaluation system with 6 first-level indicators,19 second-level indicators and 67 third-level indicators is constructed around the decision-making goals of the"double-high plan".A performance evaluation method that organically combines qualitative and quantitative,process and results,internal and external,comprehensive and key is proposed.
