Evolution of Vocational Education Policies in 75 Years Since the Founding of the People's Republic of China:Course,Logic and Inspirations
Vocational education policies play a vital role in promoting the healthy development of vocational education and are key to guiding the construction of a powerful vocational education country.Reviewing the evolution of vocational education policies over the 75 years since the founding of the People's Republic of China is crucial for optimizing and adjusting current policies.By analyzing 35 vocational education policy documents,this paper identifies five key phases in the evolution of China's vocational education policies:initiation and exploration,recovery and development,standardization and enhancement,reform and deepening,and quality improvement and innovation.The policies reflect four core logics:the functional logic based on fulfilling the mission of vocational education,the task-oriented logic centered on building a vocational education system,the co-governance logic emphasizing collaboration between government,schools and enterprises,and the development logic focused on improving the quality of vocational education.Based on these logics,the paper suggests that vocational education policies should adapt to new missions,contribute to the construction of a powerful vocational education country in the new era,optimize the modern vocational education system,improve supporting policies,strengthen industry-education integration,inspire stakeholders participation in vocational education,and establish a robust evaluation system to comprehensively enhance vocational education quality.
