Policy Goals,Practical Logic and Experience Reflection of Digital Lifelong Learning in the European Union Based on the Theory of Policy Tools
The EU's digital policy goal for lifelong learning,from the perspective of personal development,is to enhance digital knowledge,skills and attitudes to better adapt to the digital age's work,learning,and life;from the perspective of digital rights,the policy goal is to combat social exclusion,focusing on promoting digital equity,inclusiveness,and security;from the perspective of the relationship between digitalization and greenization,the policy goal requires achieving their organic integration;from the perspective of international competition,the policy goal is to build a more dynamic and competitive Europe.Using policy tool theoretical analysis,supply-side policies drive,demand-side policies pull,and environment-type policies ensure,and their mutual promotion relationship,shape the EU's lifelong learning digitalization practical logic,promoting its evolutionary development process.Examining the EU's lifelong learning digitalization practice process,China should enhance its awareness and accelerate the construction of a comprehensive digital lifelong learning system;create platforms and use technology to support the digital transformation of lifelong learning;enhance the level of teachers and strengthen the evaluation of the digitalization effects of lifelong learning;and build a new ecology of lifelong learning digitalization.
