职教强国是新时代职业教育改革发展的目标与使命,终身技能培训体系建设与职教强国建设有着共同的演进规律,合乎高质量充分就业的现实需求,体现出合规律性与合目的性的统一.职教强国背景下终身技能培训体系的建设是一项综合性、系统性工程,包括职教体系、教育体系、中国社会、国际社会四大实施维度.建设终身技能培训体系,需要以信息供给为重点,密切技能培训的供需耦合;以职教高考为抓手,畅通终身技能形成新路径;以全员参与为依托,形成技能培训治理新生态;以数字赋能为抓手,打造泛在技能培训新形态,着力实现全阶段技能培训、全要素技能培训、全社会技能培训和全范畴技能培训.
The Construction of Lifelong Skills Training System in the Context of a Powerful Vocational Education Country:Logic,Scale and Direction
Building a powerful vocational education country is the goal and mission of vocational education reform and development in the new era.The construction of lifelong skills training systems conforms to the common evolution law of building a powerful vocational education country,meets the practical needs of high-quality and full employment,and reflects the unity of regularity and purpose.Constructing a lifelong skills training system under the background of a powerful vocational education country is a comprehensive and systematic project,including four implementation dimensions:vocational education system,education system,Chinese society system,and international system.To establish a lifelong skills training system,it is necessary to focus on information supply and closely couple the supply and demand of skills training;using vocational education and college entrance examination as a starting point,it is necessary to facilitate the formation of a new path for lifelong skills;based on the participation of all staff,it is necessary to form a new ecology of skills training and governance;taking digital empowerment as the starting point,it is necessary to create a new form of ubiquitous skills training,and focus on achieving all factor skills training,whole process skills training,whole society skills training,and whole space skills training.
