近年来,我国劳动力市场供需关系以及人工成本已发生重大变化,但就业总量矛盾依旧、结构性矛盾凸显.职业技能培训是全面提升劳动者就业创业能力、改善劳动力供给结构、促进高质量充分就业的重要举措之一.完善我国终身职业技能培训制度体系,需要加强顶层设计,完善法律法规,构建高层次协调机制;完善制度体系,提升终身职业技能培训体系整体效能;强化基础保障,优化管理服务技术支持体系.在此基础上,要进一步优化我国终身职业技能培训的组织实施.加强终身职业技能培训主体间协同配合;精准分类发力,促进劳动者体面劳动和高质量充分就业.
Reflections on Improving Lifelong Vocational Skills Training System to Promote High-quality Full Employment in China
In recent years,the relationship between supply and demand in China's labour market as well as the cost of labour has undergone significant changes.Still,the contradiction in the total volume of employment has remained and the structural contradiction has been highlighted.Vocational skills training is one of important measures to comprehensively enhance the employment and entrepreneurial ability of workers,improve the structure of labour supply,and promote high-quality full employment.To improve China's lifelong vocational skills training system,it is necessary to strengthen the top-level design,improve laws and regulations,and build a high-level coordination mechanism;improve the institutional system,and enhance the overall effectiveness of lifelong vocational skills training system;and strengthen the basic safeguards,and optimise the technical support system for management services.On this basis,it is necessary to further optimise the organisation and implementation of lifelong vocational skills training in China;to strengthen the synergy between the main bodies of lifelong vocational skills training;and to make precise and categorical efforts to promote decent work and high-quality full employment for workers.
