Ministry-Province Collaboration in Developing Vocational Education under the Background of Building a Powerful Educational Country:Journey,Characteristics,Achievements and Prospects
Building a powerful educational country is a vital component of Chinese-style modernization,and vocational education holds a prominent position in this endeavor.In 2005,the Ministry of Education and local governments jointly established national vocational education reform pilot zones,marking the beginning of ministry-province collaboration in vocational education.This collaboration has primarily gone through three stages:the establishment of national vocational education reform pilot zones,the development of highlands for innovative vocational education local pilot program for a vocational education system tailored to a skill-oriented society,and the promotion of new models for provincial modern vocational education systems through ministry-province collaboration.After 20 years of exploration and practice,a nationwide collaborative effort has emerged,with regions actively participating and local party committees and governments fully motivated to develop vocational education in a coordinated manner.The reform trend characterized by"one region,one policy"has formed,with regions competing vigorously and each having its own clear development goals and reform priorities.The reform spirit from the central government has reached local and grassroots levels,covering aspects such as the classification of vocational education,the construction of modern vocational education systems,and industry-education integration and school-enterprise cooperation.Looking ahead,ministry-province collaboration in vocational education should adhere to the guidance of high-quality party building for the high-quality development of vocational education,uphold the fundamental task of fostering virtue through education,persist in reforming institutional mechanisms,and expand openness.
