东西协作推进职业教育共同高质量发展的实践研究——以江苏省职业教育援疆为例

摘要
职业教育东西协作共同高质量发展,是人民群众对更高质量职业教育的现实需求.职业教育东西协作经历了起步探索期、快速发展期以及完善提升期.职业教育东西协作背景下,江苏省对口支援新疆伊犁州职业院校,从办学基础、专业建设、师资队伍、人才培养等方面进行帮扶,形成了职业教育东西协作的援疆"江苏模式",有效助力职业教育共同高质量发展.然而,东西协作在推进职业教育共同高质量发展的现实过程中,存在双向赋能作用彰显不够、协同机制有待优化、精准帮扶系统有待完善、"传帮带"作用有待加强的问题.职业教育共同高质量发展的新阶段,需进一步提高认识,强化东西协作双向赋能导向;明晰定位,优化东西协作长效机制;提升质量,强化东西"输血造血"功能;适配需求,增强共同高质量发展内生动力.
Abstract
The common high-quality development of vocational education through east-west collaboration is the people's realistic demand for higher-quality vocational education.East-west collaboration in vocational education has gone through a period of initial exploration,rapid development and improvement.In the context of east-west collaboration in vocational education,Jiangsu Province supports vocational colleges in Yili,and provides assistance in terms of schooling foundation,specialty construction,faculty and talents training,forming the"Jiangsu model"of east-west collaboration in vocational education,and effectively contributing to the common high-quality development of vocational education.However,there are problems of insufficient two-way empowerment,optimization of synergistic mechanisms,improvement of the precise poverty alleviation system,and strengthening of the role of"passing on the torch".In the new stage of common high-quality development of vocational education,it is necessary to further raise awareness and strengthen the two-way empowerment orientation of east-west cooperation;clear positioning and optimize the construction of long-term mechanisms for east-west cooperation;improve quality and strengthen the function of"blood transfusion and hematopoiesis"between east and west;adapt to needs and enhance the endogenous power of common high-quality development.
