目的 掌握四川省职业病监测评估技术支撑机构的基本情况,分析存在的问题,保障职业危害检测评价工作,为提升四川省疾病预防控制(以下简称"疾控")体系职业病监测评估能力提供依据.方法 收集2022-2023年四川省市、县两级疾控机构职业卫生人才队伍建设、职业病危害因素检测关键仪器设备和职业病危害因素检测核心能力建设相关资料,通过Excel计算人员、关键设备和核心能力等指标,采用百分比进行数据分析.结果 2022-2023年共收集四川省市、县两级疾控中心416份职业病监测评估信息调查表,共调查了 21个市(州)疾控和187个区(县)疾控,21家市级疾控人才队伍建设和理化检验关键设备均满足标准,采样与检测设备满足率达到95.24%,职业病危害因素检测核心能力满足率71.43%,186家县级疾控理化检验和采样与检测关键设备满足率最高,分别为93.05%、74.87%,人才队伍建设满足率为50.27%,检测核心能力满足率为34.76%.208家市县疾控中有40家疾控机构取得了职业卫生技术服务资质,18家疾控机构取得了放射卫生技术服务资质.208家市县疾控机构检验核心能力较弱,机构满足率为38.46%.结论 2022-2023年四川省市、县两级疾控机构职业病监测评估技术支撑能力呈逐步上升趋势,市(县)疾控机构检测核心能力仍有较大提升空间.加快推进市、县两级疾控机构职业病防治支撑能力建设,提高职业卫生专业技术人员技术能力仍是保障职业病防治工作落实、落地的重中之重.
Objective To understand the basic situation of technical support institutions for occupational disease monitoring and assessment in Sichuan Province,to analyze the existing problems,to ensure occupational hazard detection and evaluation,and to provide basis for enhancing the capacity building of occupational disease monitoring and assessment in the disease prevention and control system(hereinafter referred to as"CDCs")in Sichuan Province.Methods Relevant data on the construction of professional health talent teams,key instruments and equipment for detecting occupational hazard factors,and the construction of core capabilities for detecting occupational hazard factors of disease prevention and control institutions at the city and county levels of Sichuan Province from 2022 to 2023 were collected.Indicators such as personnel,key equipment and core capabilities were calculated by Excel.And data were analyzed by percentages.Results From 2022 to 2023,a total of 416 questionnaires on occupational disease monitoring and evaluation information of CDCs at the city and county levels of Sichuan Province were collected,including 21 municipal CDCs and 187 county-level CDCs.The talent team construction and the key equipment for physical and chemical inspection of 21 municipal CDCs met the standards,and the satisfaction rate of sampling and testing equipment reached 95.24%.The satisfaction rate of core competence for occupational hazard factor detection was 71.43%.The satisfaction rates of key equipment for physical and chemical inspection,sampling and detection of 186 county-level CDCs were the highest,which were 93.05%and 74.87%,respectively.The satisfaction rate of talent team construction was 50.27%,and the satisfaction rate of core competence for detection was 34.76%.Among the 208 municipal and county-level CDCs,40 had obtained occupational health technical service qualifications,and 18 had obtained radiological health technical service qualifications.The core competence of 208 municipal and county-level CDCs was weak,and the rate of agency satisfaction was 38.46%.Conclusions From 2022 to 2023,the technical support capacity of occupational disease monitoring and evaluation of disease prevention and control institutions at the city and county levels in Sichuan Province showed a gradual upward trend.However,the core testing capacity of CDCs at the city and county levels still has much room for improvement.Accelerating the construction of the supporting capacity of occupational disease prevention and control institutions at the city and county levels and improving the technical capacity of occupational health professionals are still the top priority to ensure the implementation and landing of occupational disease prevention and control.
