Policy Implementation Effects and Suggestions on Primary Processing(Fresh-cut)of Chinese Medicinal Materials
As a crucial link in the industry chain of Chinese medicinal materials,primary processing is a pivotal importance for the quality of Chinese medicine.This study sorted out the national and local policies related to primary processing(fresh-cut)of Chinese medicinal materials and analyzed the characteristics of the policies.The results showed that the policies had attained achievements in the processing capacity,standardization of production,operating pattern,and farmers'income.Compared with crop processing,the primary processing of Chinese medicinal materials faced a variety of problems such as insufficient polies,limited varieties of medicinal materials for fresh-cut,unsound standard system,low technical and mechanization levels,poor hygienic conditions of scattered farmers,and difficulties in cost reducing and efficiency increasing of enterprises.To promote the standardization,scaling,and information incorporation of the primary processing of Chinese medicinal materials,this article puts forward the following suggestions,including increasing targeted policies,exploring diverse service modes,expanding the scope of fresh-cut catalogs of Chinese medicinal materials,building a sound standard system,promoting the deep cooperation of production,education,and research,accelerating technical research and equipment development,supporting leading demonstration enterprises,guiding resource aggregation,and building industrial clusters for the primary processing of Chinese medicinal materials.
