Characterization of the policy hierarchy of traditional Chinese medicine inheritance and innovation in Sichuan Province based on Policy Tools
Objective:By summarizing and organizing the policy texts of the past twenty years(2002-2023)and studying the policies related to the inheritance and innovation of traditional Chinese medicine issued at the three levels of the State,Sichuan province,and D City,we analyze the characteristics and deficiencies of the policy system in the inheritance and innovation of traditional Chinese medicine in Sichuan Province,as a mesoscopic level that carries on the implementation of the policy,so as to provide ideas for the improvement of the subsequent policies on the innovation and inheritance of traditional Chinese medicine.Methods:This study adopted the content analysis method based on policy tools,coded and classified policies with the help of Nvivo qualitative analysis software,statistically analyzed the use of policy tools,and visualized and analyzed the results with the ThemeRiver method.Results:Sichuan Province and its upper and lower levels showed a focus on supply-type tools(both greater than 35%)and a lack of use of demand-type policy tools(both less than 27%).The use of policy tools was characterized by a clear"lag in the stage of the hierarchy"and a"mismatch in the focus of the hierarchy".The use of policy tools was characterized by a clear"lag in the stage of the hierarchy"and a"mismatch in the focus of the hierarchy".The use of policy instruments was characterized by a clear"hierarchical stage lag"and"hierarchical content focus mismatch".Conclusion:In the use of policy tools for TCM inheritance and innovation policy in Sichuan Province,the synergy with the upper and lower levels needs to be improved,and various policy tools should be used in a balanced way,and the internal structure of the policy should be optimized to shorten the time lag of the transmission of industrial policy and to improve the TCM inheritance and innovation policy in Sichuan Province.
