Research and Application on Quality Control of Natural Disaster Comprehensive Risk Survey Data:A Case Study of Earthquake Disaster
In May 2020,the State Council launched the first National Comprehensive Risk Survey on Natural Disasters,with the earth-quake disaster risk survey being an important part of the disaster risk survey.The earthquake disaster risk survey is organized and im-plemented by the seismic department,with data results subject to a dual-audit mechanism.After the survey and assessment data are audited and approved by the seismic department,they are submitted to the National Survey Office of the State Council.Based on the quality control of the seismic department,the National Survey Office conducts a comprehensive audit of the submitted data,ensuring the quality of the data before it is entered into the database,thus solidifying the quality of the survey data.In response to the compre-hensive audit needs for the quality of earthquake disaster risk survey data from the National Survey Office,a framework for the audit business process is designed,combining automatic software checks with manual sampling re-examination as the audit technology meth-od.A system of five major quality control(QC)technical rules for readability,completeness,standardization,rationality,and consist-ency is established,covering the audit dimensions of data lists,attribute indices,and spatial features,which improves the timeliness and accuracy of data auditing.A QC rule base,including 191 audit rules,can be integrated into the software system and can be dynamically updated and maintained.The paper systematically sorts out and summarizes the seven types of common problems found in the compre-hensive audit of the data submitted by the seismic industry in this disaster risk survey,and provides actionable solutions to ensure the ra-tionality and usability of the data submitted by the seismic industry.The comprehensive audit system established has been well applied and tested in the comprehensive audit of earthquake disaster risk survey data,laying the foundation for the normalization of the later up-date of the QC rules and providing data support for the application of the survey results in risk spatial control,enhancement of disaster-resistant defense capabilities,improvement of emergency response capabilities,and grassroots capacity building.
