摘要
生态产品价值实现是践行"绿水青山就是金山银山"理念的具体载体和连接点,但在生态资源勘测确权、价值核算、产品设计、市场运营、生态保护等关键环节存在明显瓶颈,不利于生态产品价值的市场化实现.以高通用性和高渗透性为特征的数字化技术,可以有效破解生态产品价值实现中的时空错配和资源错配难题.文献回顾与演绎推理表明,生态产品价值实现是按照"生态资源—生态资产—生态资本—生态产品—生态消费—生态持续"的逻辑进行良性循环的过程.数字赋能在上述循环的各个阶段均能够有效发挥积极作用.推动数字赋能生态产品价值实现,需要从数字基础设施建设、数字生态技术创新、数字生态素养培养、数字生态人才开发以及数字政务服务优化等方面不断发力.
Abstract
The realization of ecological product value is a specific carrier and link point for practicing the"Two Mountains"concept.However,there are significant bottlenecks in key areas such as ecological resource exploration,rights confirmation,value accounting,product design,market mechanisms,and ecological protection,which are not conducive to the market realization of ecological product value.Digital technology,characterized by high universality and high penetration,can effectively solve the problems of temporal and spatial mismatch and resource mismatch in the realization of ecological product value.Through literature review and comprehensive use of deductive reasoning,it is found that the realization of ecological product value follows a virtuous cycle process of"ecological resources-ecological assets-ecological capital-ecological products-ecological consumption-ecological sustainability".Digital empowerment can effectively play a positive role at various stages of the above cycle.To promote the role of digital empowerment in the realization of ecological product value,continuous efforts are needed in aspects such as digital infrastructure construction,digital ecological technology innovation,digital ecological literacy,digital ecological talent development,and digital government services.
