RESEARCH ON THE PATH TO IMPROVING THE SERVICE EFFICIENCY OF RURAL PENSION INSTITUTIONS IN CHINA:BASED ON FUZZY SET QUALITATIVE COMPARATIVE ANALYSIS OF 30 PROVINCES
The low level of elderly care services, coupled with the high density of the aging population, the macro-level coverage of the system and the looseness of detailed measures,as well as the hollowing out of in-dustry development and the imbalance of population gradients, are the practical bottlenecks that constrain the development of rural elderly care in China. Therefore,it is necessary to explore new paths for the development of rural elderly care.Taking 30 provinces(autonomous regions, municipalities directly under the Central Government)in China as the research sample, the Data Envelopment Analysis(DEA)method is used to measure the service efficiency of rural elderly care institutions.Subsequently, five indicators-industrial pros-perity,ecological livability, civilized rural customs, effective governance, and life services-are selected to conduct a fuzzy set qualitative comparative analysis on the influencing factors of the service efficiency of rural elderly care institutions. This research explores the driving factors and paths for improving the level of rural elderly care services. The study finds that there are three paths that affect the high-level state of service effi-ciency in rural elderly care institutions in China, namely"Governance and Civilization Joint Driving Type,""Industry and Civilization Joint Driving Type,"and"Ecological Livability Driving Type."It is suggested that different regions choose different paths to improve the efficiency of elderly care services based on their own re-source endowments and condition factors,in order to promote the high-quality development of the rural elderly care industry in China.
