As the main body of universities,the governance efficiency of secondary colleges directly deter-mines the level of university governance,and also affects the process of modernization of university govern-ance.Improving the governance system of secondary colleges in local high-level universities is necessary to deepen the comprehensive reform in the field of higher education,promote the high-quality development of lo-cal high-level universities and stimulate the endogenous power of secondary colleges.At present,the govern-ance of secondary colleges in local high-level universities is facing realistic dilemmas including inadequate ad-justment and optimization of power allocation,limited role of governance subjects,insufficient governance a-bility of leading groups,and deficient democratic supervision mechanism.Based on the theory of collaborative governance,it is necessary to establish the governance orientation of"running colleges independently"in the concept,improve the pluralistic co-governance system in the structure,perfect the development of collabora-tive governance in the mechanism,and cultivate harmonious symbiosis governance culture in the ecology,with an aim to effectively enhance the governance capacity and effectiveness of the secondary colleges in local high-level universities.
