China has entered a new era of socialism with Chinese characteristics.The traditional rural garbage governance mechanism can no longer meet the needs of villagers for a better life.Establishing a points incen-tive system for rural garbage recycling can not only fit the requirements of rural vitalization strategy,but also contribute to the realization of"dual carbon"goals.However,there are still problems in the points incentive system for rural garbage recycling in China,such as the absence of a clear regulation system,the lack of ade-quate infrastructure and supporting services,the unclear division of related personnel,and the urgent need to improve the villagers' awareness of environmental protection.The operating mechanism of the rural garbage recycling points incentive system is clarified in this study by analyzing the garbage recycling policies in foreign countries like Japan and Germany,and drawing on the practical experience of domestic urban and rural gar-bage recycling points incentive system.It is proposed that the supply of supporting facilities needs to be strengthened,the collaborative governance among local government,village committees,and relevant enter-prises should be enhanced,and the villagers' environmental education have to be improved.The construction of beautiful rural areas can be better promoted through the implementation of the garbage recycling points in-centive system.
