How Xu Kai Became a International Civil Servant and the Implication
The training of international civil servant has a certain pattern.For example,to receive good higher educa-tion and to grasp English or other foreign languages of international organizations,and to be professional in a field and have a rich experience of international communications and a higher international reputation-and the support of the original country.Xu kai graduated from Hohai Special Engineering School which took an interanational perspective,and he continued his study in California University in USA.He worked for a long time in the field of Chinese water conservancy and lead the Huai River governance and other wa-ter conservancy projects.In 1930s he received experts in the field of water conservancy sent by the League of Nations and made a visit of water conservancy in several European countries in 1937 and had taken part in the discussion between Chinese and foreign experts in the govern ance of Yangtze river and Yellow riv-er.In 1948 Xu kai become theleader of BFCECAFE and he is the earliest international civil servant from China in the field of water.He left the position of BFCECAFE at the end of 1948 because of his love for China.Although he did not stay long at the position of BFCECAFE,it can be inferred that personal efforts and support from the original country are important for the international civil servant.
