Issuance and Prohibition of Disaster Relief Lottery in Shanghai Area(1918—1922)
Abstrat:In the early years of the Republic of China,Shanghai faced fundraising challenges for charitable relief.To address this issue,they introduced the"Shanghai Charitable Relief Coupons".Later,in response to a re-quest from Zhang Jingyao,they also issued the"Xiang Relief Lottery".These relief lotteries,due to their charitable nature aimed at assisting disaster-stricken populations,managed to bypass the constraints of anti-gambling laws.However,over time,the issuance of relief lotteries in the Shanghai region began to spi-ral out of control.This not only led to the harmful expansion of gambling associated with relief lotteries into broader society but also revealed that providing relief to disaster victims was merely an excuse for local warlords to generate revenue.This became a significant reason for contemporary calls to prohibit them.Si-multaneously,despite Shanghai's relief lotteries having a relatively comprehensive operational mechanism,they faced issues of deception during their operation.Furthermore,the lack of transparency in disclosing the allocation of funds raised and their utilization caused people to label them as gambling,undermining the crucial basis of their charitable nature.
