Exploring the Mechanisms of an Open Innovation Capital:Focusing on the Keihanna Science City in Japan
In 1994,Japan established the Keihanna Science City from the perspective of formulating a national strat-egy,and by virtue of the innovative development of the mechanism of cooperation between industry,aca-demia,research and government,the Keihanna Science City has grown into the largest and most influen-tial open innovation center in Japan.During the construction of the Keihanna Science City,it has been characterized by a number of institutional innovations:the establishment of a sound system of policies and regulations;the adoption of a cluster-type development model;the promotion of cross-regional coopera-tion through the participation of industry-academia-research officials from the three regions of Kyoto,Hanna,and Japan;the creation of innovative ways of financing through cooperation between the govern-ment and the private sector;among other things.Successful experiences and failures of the Keihanna Sci-ence City have a reference value,and in the process of promoting the implementation of the current major strategy of Zhengzhou-Kaifeng's integration,we can make appropriate reference to the lessons learned from its openness and innovation mechanism,and promote the high-quality development of Zhengzhou Metropolitan Circle.
