After the War of Resistance Against Japanese Aggression,the Nanjing Nationalist Government continued to push for police administration reforms,aiming to construct a modern police system that could balance the dual tasks of consolidating governance and managing society.However,amidst the political crisis of the Chinese Civil War,the Kuomintang·s county-level police practices deviated from their intended course.The police·s control at the grassroots level was enhanced,and their political stance,characterized by"beware of the CPC and oppose the CPC,"became increasingly pronounced,while their social role gradually diminished.Addi-tionally,systemic corruption within the police made it difficult for them to fulfill their duties in governing society and guiding the populace.The weakening of the social aspect,in turn,impacted the effectiveness of the police·s political role,leading to the ultimate failure of the Kuomintang·s county-level police administration reform.
