摘要
实现全体人民的共同富裕,是社会主义的本质要求.全体人民共同富裕的现代化作为中国式现代化的五大特征之一,更是中国特色社会主义的重要特征.然而,共同富裕的实现是一个长期过程,推进共同富裕不能脱离社会主义初级阶段的现实,必须与我国国民经济发展的阶段性战略目标相协调,必须与公有制为主体多种所有制经济共同发展的社会主义基本经济制度相适应.在此前提下,本文进一步阐明生产要素按贡献分配与实现共同富裕的关系,解释共同富裕原则与效率优先兼顾平等的一致性,并基于比较生产力概念提出判断我国城乡居民收入差距合理性的标准,具体分析三次分配原则与共同富裕分步实施的相关性.
Abstract
Achieving common prosperity for all people is the essential requirement of socialism.The modernization of common prosperity for all people is one of the five major features of Chinese-style modernization,and is also an important feature of socialism with Chinese characteristics.However,the realization of common prosperity is a long-term process,and advancing common prosperity cannot be separated from the reality of the primary stage of socialism.It must be in harmony with the staged strategic goals of China's national economic development and must be in line with the basic socialist economic system in which public ownership is the mainstay and multiple forms of ownership develop together.Under this premise,this paper further clarifies the relationship between the distribution system that based on the contributions of production factors and the realization of common prosperity,explains the principle of common prosperity and the consistency between efficiency and equality,proposes the standard of measuring the reasonable income gap between urban and rural residents based on the concept of comparative productivity,and analyzes the step-by-step implementation of common prosperity according to the principle of primary,secondary and tertiary distributions.
