以循环经济为导向造纸产业集群化发展困境与战略举措

摘要
产业集群化发展是整合各方资源、推进产业链全面延伸、实现产业高质高效发展的重要路径.为解决造纸产业集群化发展中对生态环境的破坏问题,需将循环经济作为产业集群化发展基础.基于此,简述了产业集群化发展理论,分析了循环经济与产业集群发展相互作用机理.梳理了现阶段造纸产业集群化发展在产业链、污染治理能力、人才储备等方面的困境.以循环经济为导向,提出加快造纸产业集群化发展的战略举措,主要在于打造废纸集散中心、完善产业全链条、健全产业集群化发展政策等.并分析了造纸产业未来集群化发展趋势,以期促进循环经济背景下造纸产业的可持续发展.
Abstract
Industrial cluster development is an important path to integrate all resources,promote the comprehensive extension of the industrial chain,and achieve high-quality and efficient industrial development.In order to solve the problem of destruction of ecological environment in the development of paper industry cluster,it is necessary to take circular economy as the basis of industrial cluster development.Based on this,this paper briefly introduces the theory of industrial cluster development and analyzes the interaction mechanism between circular economy and industrial cluster development.The paper summarizes the difficulties of paper industry cluster development in industrial chain,pollution control ability,talent reserve and so on.Guided by circular economy,the strategic measures to speed up the cluster development of paper industry are mainly to build waste paper distribution centers,improve the whole industrial chain,and improve the development policy of industrial clusters.In order to promote the sustainable development of paper industry under the background of circular economy,the paper industry cluster development trend in the future is analyzed.
