Focusing on the dual-carbon goal,this paper studies the relationship between green industrial policy and the development of paper industry,explores the influence mechanism of green industrial policy on the transformation and upgrading of paper industry,and makes an empirical analysis by taking Beijing-Tianjin-Hebei and its surrounding areas as examples.The conclusion is as follows:green industry policy is beneficial to the development of paper industry;"Carbon emission trading"can promote the transformation and upgrading of papermaking enterprises to a certain extent,while"carbon emission trading","environmental protection tax"and"emission permit"can inhibit the transformation and upgrading of papermaking enterprises to a certain extent.In order to promote the high-quality development of China's paper industry and achieve the goal of double carbon,the government should continue to increase green policy support,vigorously promote clean production processes and technologies,guide enterprises to actively carry out energy saving and emission reduction transformation activities,and formulate corporate environmental code of conduct and strengthen the implementation and supervision of corporate environmental responsibility.
