环境法指引下造纸企业经济可持续发展路径分析

摘要
造纸行业是重要的基础原材料产业,但也是环境污染与资源消耗大户.在日益严格的环境法规引领下,造纸企业只有坚持走可持续发展之路,才能在激烈的市场竞争中赢得生存和发展.基于此,在分析环境法对造纸企业污染防治、资源利用、生态保护等方面要求的基础上,剖析了造纸企业在环境法指引下面临的环保设施投入、技术改造、选址布局等经济可持续发展挑战,针对性地提出了加大环保投入实现绿色转型升级、强化资源综合利用构建循环经济模式、坚持生态优先实现企业发展与环境保护双赢等路径选择,以期为造纸企业在新形势下谋求长远发展提供决策参考.
Abstract
Paper industry is an important basic raw material industry,but it is also a major consumer of environmental pollution and resource consumption.Under the guidance of increasingly strict environmental regulations,paper enterprises can only survive and develop in the fierce market competition by adhering to the road of sustainable development.On the basis of analyzing the requirements of environmental law on pollution prevention,resource utilization and ecological protection of papermaking enterprises,this paper analyzes the challenges of economic sustainable development faced by papermaking enterprises under the guidance of environmental law,such as investment in environmental protection facilities,technological transformation and location layout.The paper puts forward the path choices of increasing environmental protection investment to achieve green transformation and upgrading,strengthening comprehensive utilization of resources to build a circular economy model,adhering to ecological priority to achieve a win-win situation for enterprise development and environmental protection,in order to provide decision-making reference for papermaking enterprises to seek long-term development under the new situation.
