摘要

生态环境导向的开发模式(简称EOD模式)是破解生态环境治理现状与产业融合发展的有效途径,是"绿水青山就是金山银山"理念在项目上的具体实践.通过EOD模式,可以将矿山环境治理与抽水蓄能产业融合,新能源开发可以反哺生态环境管理,使市场主体可以将相关行业未来收益提前投入到生态环境管理中,再通过后期的工业增加值回收治理成本,"矿山修复+新能源"模式更是对国家实现"双碳"目标、矿坑废弃土地再利用有积极促进作用.分析了 EOD模式的要义与主要案例,并从"矿山抽蓄+生态修复"融合发展研究、实现国家"双碳"目标、矿区废弃地下空间再利用等方面对EOD模式下的"矿山抽蓄+生态修复"开发前景提出思考.

Abstract

Ecology-Oriented-Development mode(EOD)is an effective way to solve of eco-environmental treatment and industrial inte-grated development,and it is the concrete practice of the concept of"lucid waters and lush mountains are invaluable assets"in the pro-ject.Through EOD mode,mine environmental treatment can be integrated with the pumping-storage industry,and new energy develop-ment can feed back ecological environment management,so that market subjects can invest future earnings of related industries in eco-logical environment management in advance,and then recover the treatment costs through the industrial value added in the later stage.The mode of"pumping-storage of mines+new energy"plays a positive role in promoting the country to achieve the goal of"Dual Car-bon"and the reuse of abandoned mine land.This paper analyzed the essence and main cases of EOD mode,and put forward thoughts on the development prospect of"pumping-storage of mine+ecological restoration"under EOD mode from the aspects of integrated devel-opment research of"pumping-storage of mine+ecological restoration",realizing the national target of"Dual Carbon",and recycling of abandoned underground space in mining areas.
