数字经济发展对区域科技创新资源配置效率影响研究——以福建省两大协同发展区为例

基于 2012-2021 年福建省 9 个地级市的面板数据,采用Malmquist指数和 DEA-Tobit 两步法,综合评价福建省各地级市科技创新资源配置效率及效率损失原因,并探讨数字经济发展对区域科技创新资源配置效率的影响.研究发现,福建省各地级市科技创新资源配置效率整体呈现上升趋势,但数字经济发展水平存在显著的区域差异;数字经济发展对区域科技创新资源配置效率存在显著正向影响,但对不同城市和区域的影响存在差异.据此,建议以数字经济发展为抓手,打通科技创新资源要素流动壁垒;充分发挥协同发展区中心城市的辐射带动作用,实现区域科技创新协同发展;针对不同类型的城市和地区,设计差异化的科技创新资源优化配置路径.
Research on the Impact of Digital Economy Development on the Efficiency of Regional Sci-Tech Innovation Resource Allocation:A Case Study of Two Major Coordinated Development Regions in Fujian Province
Based on the panel data of 9 prefecture-level cities in Fujian province from 2012 to 2021,applying the Malmquist index and the DEA-Tobit two-step method,this paper evaluates the efficiency of sci-tech innovation resource allocation in prefecture-level cities in Fujian province,and the causes behind the deficiency,then further explores the impact of digital economy development on the regional sci-tech innovation resource allocation efficiency.The research reveals an overall rise in the efficiency of sci-tech innovation resource allocation in cities in Fujian,but a significant difference in digital economy development between different regions.Besides,the development of digital economy has a significant positive impact on the efficiency of regional sci-tech innovation resource allocation,but the impact varies in different cities and regions.Therefore,it is suggested to take the development of the digital economy as a starting point to break down the barriers to the flow of sci-tech innovation resource elements,to give full play to the radiating and driving role of the central city in the coordinated development zone to achieve the coordinated development of regional sci-tech innovation,and to design differentiated optimal allocation paths for sci-tech innovation resources for different types of cities and regions.
