A new three-way multi-attribute decision-making method that combines regret theory with the TOPSIS(technique for order preference by similarity to an ideal solution)approach is proposed, aiming to reduce decision-makers'regret and improve decision satisfaction.First, the status set of al-ternative solutions under each attribute is determined through the evaluation information form, and the conditional probabilities of each solution are calculated.Second, combining TOPSIS and regret theory, the relative loss function is calculated to determine the expected loss, and a three-way deci-sion rule is established to rank and divide the solutions into the acceptance domain, postponement de-cision domain,or rejection domain. Finally, taking the selection of urban rail transit stations as an ex-ample,a case comparison analysis is conducted to validate the feasibility and effectiveness of this method.Next, parameter analysis is conducted to validate the stability of the method.
