The"Neishi"and Its Evolution from the Warring States Period of Qin to the Early Han Dynasty
The official position of"Neishi"originated in the Western Zhou Dynasty and was later inherited by the Qin State during the Spring and Autumn Period and Warring States Period.It was the central government office responsible for managing the state's finances,second only to the prime minister in rank.Following the unification of China,the First Emperor of Qin restructured the role of"Neishi",separating the function of the management of granaries and grains as"Neishi of food sup-ply"."Neishi"without previous responsibilities of food supply was subsequently appointed as a local administrator in the cap-ital region.The Han Dynasty inherited the Qin system and combined the two posts into one to meet practical needs.As the country's economy gradually recovered,the posts were separated again into two distinct positions.
