The development of the sea in the mid to late Ming Dynasty was a bottom-up implementation that varied from place to place.In the relatively single economic structure,inconvenient land transportation,and relatively developed sea transporta-tion in the two prefectures of Denglai,responding to policy changes related to sea opening and sea bans has become an impor-tant issue for local officials in their governance;How to properly balance the policy guidance of the central government with the actual interests and demands of local governments,in order to improve the regional economic environment,has become an ur-gent problem that needs to be solved locally.Due to its unique geographical location,regional differences,and unstable ex-ternal political environment,the focus of the Denglai region on maritime and commercial issues is significantly inconsistent with that of the southern region.
