The Path Selection and Optimized Generation of Local Enforcement Legislation
Local Enforcement Legislation(LEL)is an important part of the local legislative system.Refinement and supplement are the basic way for LEL.In practice,there are technical obstacles and practical difficulties in the process of LEL that does not repeat the higher-level law,and the requirements of local legislation in the new era are hardly satisfied.It has become an inevitable choice to form a systematic path,in terms of contents and logic,which is logically self-consistent,rigorous in system,coordinating and unifying the entirety of norms,to realize the functions of local enforcement legislation.Given that there exist a series of difficult problems of systematization of LEL in legality and rationality in the,it is advisable to innovate legislative techniques,and through"embedding-style Legislation"which means that,in the higher-level law legislative plan,the systematic needs arising from"local knowledge"are refined in and added to the system of norms in higher-level laws to form a unified entirety of norms,thus solving the difficult problems of LEL in the legality and rationality,and ensuring the effective implementation of the higher-level laws and improve the overall level of local rule of law.
