On the Model of Developing the Rule of Law in the Work of Letters and Visits in the New Era
Since the 18th National Congress of the Communist Party of China,the reform of developing the rule of law in the work of Letters and Visits has been continuously promoted,and its institutional achievements are mainly reflected in the Regulations on the Work of Letters and Visits.The development of rule of law in the work of Letters and Visits in the new era requires strict adherence to the law at every stage,achieving the rule of law in prevention,acceptance,handling,supervision and accountability,and maintaining order.It is based on the theoretical foundation of"comprehensively building a modern socialist country on the track of the rule of law"and"comprehensively promoting the rule of law in various work of the country"and has shown distinct characteristics of the times,thus forming an institutionalized and standardized model of developing the rule of law in the work of Letters and Visits,that is,"collecting issues through the channel of Letters and Visits,legally handling them through diversion,and providing a solution to the remaining issues as the last resort".This model has a high degree of practical responsiveness:the collection of issues through the channel of Letters and Visits enjoys its social and psychological foundation,and the handling of issues through diversion is in line with the operational law of the system,and the solution to the remaining issues as the last resort relies on a multi-pronged approach.This model responds not only to legitimate demands,but also effectively to policy-related and emotional ones,etc.,reflecting the attribute of the work of Letters and Visits as the work concerning ordinary people,and maintaining the socialist background at the time of of developing the rule of law.
