"Regional collaborative legislation"has become a legal term,but it still faces various misunderstandings arising from deducing the meaning on basis of the name.Professional terms are the cornerstone of developing a discourse system,and their meanings can be determined and analyzed in a standardized way only in the practical context.The"coordinated regional development"is both a continual of the practical experience of regional strategic development in China and a real requirement for solving regional issues and disputes.The"need for coordinated regional development"is the basic"context"of"regional collaborative legislation",the"significance"of which is inherent in the issue of coordinated regional development and the practical exploration of solving the issue,encompasses its essential normative meaning and basic nature,while the core meaning is the premise and basis for understanding its nature.The regional collaborative legislation is an institutional need gradually reflected in legislative field through the interaction between the central government featuring the top-bottom style and the primary-level society featuring the bottom-up style,and is essentially collaboration on local legislation,and cooperation tolerating differences,and adjustment and supplement to legislative methods.It is not the"middle-level legislation"independent of central-level or local-level legislation,or"joint legislation","united legislation"or"unified legislation"as a result of the combined exercise of legislative power of different administrative areas,let alone"collaborative jurisdiction".The"regional collaborative legislation"may be defined as the cross-administrative-division collaboration on local legislation which is conducted on basis of common regional issues,according to the need of regional coordinated development,led by at least two subjects respectively from different administrative areas in this region and with equal legislative power who communicate and coordinate with various stakeholders to seek common ground while reserving differences and carry out mutual supervision and assistance.
