On the Regionally Coordinated Legislation on Improving Business Environment and the System Innovation of Its Implementation
Improving the business environment needs the support of the rule of law and requires guarantee of rule of law for regionally integrated business environment by means of regionally coordinated legislation.At present,there are some urgent issues over the system on the implementation of regionally coordinated legislation on business environment,including the insufficient generality of regionally coordinated legislation in the field of business environment and obvious inadequacy of innovation in coordination,which are mainly due to the system and mechanism of regionally coordinated legislation.Under the premise of difficulty in changing the system on local legislation,it is necessary to innovate the implementation system of regionally coordinated legislation on business environment.In terms of coordinating actors,it is necessary to allow the local legislative bodies at different levels,with different nature and different authority to carry out regionally coordinated legislation.In terms of coordination form,it is necessary to carry out closely-integrated model of regionally coordinated legislation to endow the cooperation agreement among local legislative bodies with legal effect,and grant the power of jointly making decisions to local legislative bodies.In the process of regionally coordinated legislation on business environment,National People's Congress Standing Committee should intervene at appropriate time to provide technical support for coordinated legislation,resolve disputes in coordinated legislation,and carry out legislative authorization in time to provide a solid guarantee of rule of law for the optimization of regional business environment.
