For example, as the population of a city oroth er jurisdiction grows, the residents of the city or other jurisdiction my increa se usage of the existinginfrastructure. The increased usage of the existing inf rastructure may lead to a deterioration in the qualityof the infrastructure and /or the infrastructure reaching its capacity limits. Thus, it may be important to increase the amount of infrastructure as a population grows to address the qua lity deterioration and/orcapacity issues. However, population growth may not be uniform within a particular geographic area, andtherefore the increase in infr astructure likely should not be uniform within the particular geographic areaei ther. It can be difficult, however, to identify where population growth may occu r, and therefore whereadditional infrastructure should be placed.”
