According to news reportingfrom Gadong, Brunei, by News Rx editors, the research stated, "Governance of artificial intelligence(AI) has not achieved global participation. The primary state-led instrument focusing sp ecifically on theglobal governance of artificial intelligence is the Global Par tnership on Artificial Intelligence (GPAI)."The news correspondents obtained a quote from the research from the University o f Brunei Darussalam,"Although GPAI aims for broad international participation, the only GPAI member from Southeast Asia isSingapore. GPAI's imbalanced global participation, restrictive membership process, and limited translationsare pote ntial barriers to Southeast Asian participation. However, a comparative policy a nalysis suggeststhat GPAI members and nonmembers in Southeast Asia have AI gove rnance policies which are largely compatible, despite key differences. This stud y uses quantitative topic-modeling and qualitative contentanalysis to compare t he AI governance policies of Indonesia, Malaysia, Thailand, and Vietnam withthe policies of Australia and Singapore, as reference GPAI members. The policies of GPAI, Australia,and Singapore emphasise the function of ethics while the polic ies of Indonesia, Malaysia, Thailand, andVietnam emphasise the function of huma n capital development. State-led, global AI governance effortscould attract mor e Southeast Asian participation by further emphasising human capital development anddeemphasising the function of ethics."
