The COVID-19 pandemic has decreased the number of visits to health facilities and impacted the optimal monitoring of toddler growth and development. We aim to identify and analyze the factors that inhibit this process and develop solutions to these obstacles. We use design science research with qualitative and quantitative approaches. The respondents of this study are parents and nutritionists. In the first stage, a qualitative approach with interviews (n = 20) was conducted. We found five problems: information quality, perceived integration, perceived security, ease of use, and accessibility in the current process. SIMONITA was developed with 14 use cases. For the evaluation, all the scenarios in the UAT for parents and nutritionists have been successfully carried out (100%). The survey (n = 43) result shows that more than 90% of the participants agree and strongly agree that SIMONITA offers good information quality, integration, security, accessibility, and ease of use. This study will contribute by analyzing five main problems that hinder the monitoring of toddler growth and development and enhance the literature by developing technological solutions for monitoring toddler health using DSR approach.
