As part of the 1987 Montreal Protocol - the international response to the destruction of the Earths ozone layer - the EU issued Regulation No 1005/2009 in January 2010 which implements its commitment on substances that deplete the ozone layer. The UK is already covered by the Environmental Protection (Controls on Ozone-Depleting Substances) Regulations 2002 (SI 2002/528), which were introduced in 2002 and apply to England, Wales, Scotland (relating to importation) and Northern Ireland.
