The Motor Salvage Operators Regulations 2002, regulating the motor salvage industry, came into force in October 2002. The regulations come under the umbrella of the Vehicles (Crime) Act 2001 and set the scene for several changes to the Scrap Metal Dealers Act 2013. A lack of effective regulation and policing of the motor salvage industry meant there were many opportunities for unscrupulous traders to dispose of stolen vehicles.
