Stakeholders cast it as a glittering model for future intergovernmental oversight of public health initiatives. Skeptics, though, describe it as altogether light on concrete accomplishments. One calls it an "enduring Canadian mystery," while another says Canada's public health community is entirely confused about what has actually been accomplished under the National Immunization Strategy, a dollar 45 millions-year initiative that was launched with considerable fanfare in 2003 as a na-tional blueprint for ensuring vaccine access, supply, safety and efficacy.
