Forty or so years ago, at the onset of the third Fraser ministry, the Austral-ian government's natural resources portfolio was held by Doug Anthony, then Deputy Prime Minister, leader of the National Country Party and unambiguously the second most powerful voice in cabinet. Influential Liberal Party deputy leader and former Treasurer, Phillip Lynch, opted to lead the Industry and Commerce Department.
