Current Situation,Problems and Improvement Measures of the Transferring System of the Collective Commercial Construction Land
For a long time,the supply of construction land in our country has been mainly led by the government,and it is difficult for rural areas to obtain the development dividends brought by land assets.Under the background of the implementation of the rural revitalization strategy, improving the transferring system of the collective commercial construction land needs to be based on the relevant legal provisions,national policies and the actual transferring situation.Through analysis,it can be seen that the collective commercial construction land currently faces constraints such as imperfect system of transfer subject,unclear incremental scope,inadequate transfer income distribution system,insufficient transaction capabilities,and the lack of a unified trading market.At present,in order to promote the reform of rural collective property rights and land management systems,it is necessary to improve the transferring system of the commercial construction land of the collective in terms of improving the transfer subject system,the incremental mechanism,and the transfer income distribution,guaranteeing transferring rights,and constructing a unified land market,thus advancing rural revitalization through the transfer of collective commercial construction land.
