Agricultural Production and Farm Trade in the European Union during Emergencies:Development,Responses and Implications
Since 2020,unexpected events such as the COVID-19 pandemic,the Russia-Ukraine conflict and extreme weather have had an impact on European Union agricultural production and farm trade.The EU faces such problems as rising production costs,declining output and reduced exports of major agricultural products.In order to address the problems,the EU has introduced a series of agricultural support policies to ensure the stability and sustainable development of agricultural markets,including fiscal policies such as direct payment, financial instruments such as concessional loan,and temporary state aid programs.In the short term,the agricultural support policies aim to provide market stability,while in the long run,these policies bring many benefits and effects.They maintain the resilience and sustainability of agriculture,reduce the pressure of EU agricultural enterprises operation to a certain extent and cut the economic losses of farmers.Based on the above observations,this article draws four lessons for the development of agricultural product and farm trade in China:promoting the diversification of agricultural inputs,ensuring supply chain resilience,strengthening agricultural research and development,and focusing on the transformation of agricultural development models.
